There are of course many different clients which have come and gone over the years or are no longer being supported. Arguably the best and most fully featured IRC client software for Windows currently available. By far, the most popular and easiest to find 3rd party scripting and support. Almost fully functional using Wine on Linux and *BSD base systems.

Great open source alternative for those looking to try something new, a different feel or to just be different. Featuring Perl, TCL and Python scripting areas and C/C++ plug-ins. Available for both Linux and Windows systems.

Pidgin
|
Universal chat client which supports most of the more popular instant messaging services out there. Great for those looking for an all-in-one solution. Lacks some functionality that dedicated IRC software clients have. Available for most major operating systems.

Add-on extension for the Firefox web browser. Great alternative for those running Firefox and wanting a bit more functionality over typical web based clients without installing additional software. Still lacks overall in some areas compared to typical dedicated IRC software clients. Works with Mozilla base web browsers.
